By default a database is only reachable by the apps on its server. To connect from your computer — a desktop client, a migration tool — open the database's Settings → Publish and publish it.
wdot then shows the address and port to connect to, which is your server's own address. Unpublish it when you are done; a published database is reachable from the internet, protected only by its password.
Tip: use a strong password, and reset it if it has been shared.
